I have a 1993 BMW K1100LT with a Hannigian Sport. The E.C.C. (linear actuator) does not work. Wiring ok. An online search finds similar actuators but without the welded on mounts. Which tells me getting mine repaired/rebuilt/overhauled would be the best route to take.
Can any one point me towards a person/shop/business that does that sort of work?
Or should I replace it with a solid strut.

Often the actuator will have a specification plate/tag on it specifying the stroke length, strength (dynamic and static) and speed. With those specs, you may be able to source an actuator on the open market.
